I might be missing something here, but I think they sometimes are.

Taking devel/cmake itself as an example, it has a few @dirrm and
@dirrmtry entries in the end which seem to make sense to exist.

Either way, using install_manifest.txt even as a hint does sounds useful
to me too.

P.S.: There's no need to CC me in the responses, just mailing
freebsd-ports should be fine :)
