I'm a newbie here but for what I know and seen here, yes you can use
ipf.  FreeBSD supports this.  You will have to enable it in
/etc/rc.conf or /etc/defaults/rc.conf.  The first is a better choice
I'm told.  Sorry I can't answer the last question b/c I don't know it
myself.  Good question though.
