If you're talking about the issue that the OP asked about, NO_PACKAGE is not in any way relevant. If you're talking about some theoretical issue regarding that knob and the creation of ports by portmaster: 1. There are only about 125 ports that have that knob 2. They are almost all games or things that don't make sense to package anyway 3.
