                case IP_FW_F_FWD:
                        if (next_hop != NULL /* Make sure, first... */
                            && (q == NULL || direction == MATCH_FORWARD) )
                                *next_hop = &(f->fw_fwd_ip);
                        return(0); /* Allow the packet */

Packet is manipulated and then allowed. The result of the manipulation
is that it gets forwarded.

So the answer is "the search terminates".
