Not exactly your problem but similar, when running XF86_W32 and mwm
I don't see the resize rubber at all.  (same for the move frame)

I have tried this on 3.1.2 and 3.1.2E.  I am running the XF86_SVGA 
server and all is fine.  I have also tried the Xinside demo and it
works fine.  Seems like a server problem to me.  I have reported to
XFree86 but have not seen a response.
