This is a bug in old CPAN.  First, use CPAN to update itself:

install CPAN

now force a reconfigure "o conf" or "o conf all" should do it (check
the man page for the exact command).

Now quit and re-run CPAN.  It will no longer force you to install perl
5.6.1.
