...this is with everything completely up-to-date, and the gdm startup
script does have the 'hal' dependency:

# PROVIDE: gdm
# REQUIRE: LOGIN cleanvar moused syscons dbus hald

any ideas?  This is a little annoying, but I can live with it...

Here's the console log, showing moused and hald starting first:
