Nahhh... this was/is part of the i4b ISDN software:
gndrsh:rgrimes {655}% find . -name ulaw\*
./usr.sbin/i4b/alawulaw/ulaw2alaw.1

Since that software just went through major revision in -stable this
is probably old cruft that can be blown away...
