Hope this might help.
 From man rsync:
"global include/exclude patterns are anchored at the "root of the transfer"
in man rsync look for: "INCLUDE/EXCLUDE PATTERN RULES"
and "ANCHORING INCLUDE/EXCLUDE PATTERNS"
