Historical behaviour.

[]  It was an easy way to get a modem to drop the line.  The old AT&T
modems of about 20 years ago would drop the line if you set the baud
rate to zero.  You could also use this to disconnect users at terminals,
with stty 0 > /dev/tty15 - could be fun when you're bored.  ;-}
