It is created in the kernel compile directory, but not installed on
the root partition since it is so much larger than the non-debug
kernel.

As long as you haven't built any new kernels since the one you are
booting from (which had the panic) - i.e. if the kernel.debug in
/usr/src/sys/compile/${KERNELNAME} corresponds to that kernel, then
you can use it for debugging.

You should have more luck using this one.
