I though that by default root was not allowed to login over the
network. It seems that under 4.1-R you now can login as root
over the network. I thought it was set in the /etc/ttys file but I do
not have the 'secure' tag on any of the network ttys. I also tried
to add these lines to /etc/login.access with no luck:

+:root:console
-:root:ALL

but it still allowed me to login.

Any ideas?
