Subject:   !root access to tun0/user-ppp

I am having difficulty allowing any non-root user to have access to
/dev/tun0 or user-ppp.  No matter what permissions I set the ppp conf
files or /dev/tun0 to, I get:

No tunnel device is available.
open_tun: No such file or directory

when ppp is run by anyone but root.

Any suggestions?
