That's because there is no 4.0-STABLE distribution.

When you use sysinstall, got to configure, then options, and set the
"Release Nmae" to 4.10-RELEASE.  Packages are only built for releases,
not the -STABLE branch.  4.10-STABLE is similar enough to 4.10-RELEASE
that the packages should work.  If they don't, install from ports
instead of packages.
