Has anyone ported any transport layer crypto tunneling software to FreeBSD
that can be downloaded and then linked with code unfettered by US export
regulations?

Any pointers to setting up such a thing much appreciated.

SKIP is listed in the ports collections, but http://skip.incog.com/ wants
assurances of being an american citizen etc etc before downloading.

Is there a downloadable version of this available with the crypto libs
replaced with stubs, or with international versions?
