You cannot enforce this in DNS.  You can, however, configure your web
server to recognize ftp.cmsnet.net as a different host from
www.cmsnet.net, in which case, you can have the former perform
redirection to the latter, where the web site lives.

People will be able to ftp to www.cmsnet.net, though, and there isn't
much you can do about that.
