It's likely that gethostbyname() or similar gets done, if not by sshd or
telnetd then perhaps by inetd if those services are run from it.

Perhaps you have time to try telnetting in without interrrupting it.

Was the server working properly in the past?  If so, maybe there's some
runaway process that's using all its resources.
