Assuming you use samba3 something like
echo $PASSWORD | pw useradd $USER_NAME -g $GROUP -s /bin/sh \
-h fd -c "$REAL_NAME" -m
(echo $PASSWORD; echo $PASSWORD)| smbpasswd -s -a $USER_NAME)
should do.
