Okay, here we go for the third time around with the ipfw uid biz. Now:

	* mbuf is back to normal, no overstuffing it
	* ICMP is not per-uid supported. It's only useable by root anyway.
	* Everything is working correctly (yes, a feature I carried over from
the previous version.

I'll implement per-gid support too soon :) Everyone have fun with the code
