I only importet it into head as a private copy in the linuxulator. I
will not import it in a place where it will be installed in the
includes directory via installworld.

Anyone who wants to add v4l support to in-tree drivers is free to do
so, but has to import the videodev.h header into a public place in head
himself. The license side is covered, so this person just needs to do
some code hacking and experimental port builds (and maybe notify
emulation@, as we may want to redo the linuxulator part with the
native header then)...
