Yes, if you are running kde and its appliations as root
(some people would say you should not). User profiles,
desktop configurations and all your files will be stored in
the users - here: root's - home directory by default.
Root is a privileged user, so he is placed in / .
All others will be put into /usr/homes/ .
Of course you can copy .kde's content to some other
place on your harddisk and link it to .kde  .
