Jun and/or John can correct me if I'm wrong but my observations
so far suggest...
Because users, through lack of understanding about cvsup servers,
are at least somewhat likely to on occasion try cvsup-ing twice
at short intervals. Since there is virtually no way to guarantee
two separate servers sync-ed from cvsup-master at exactly the same
time and have exactly the same content this can result in some
very odd results, with attempts at editing out changes (because
the second server was a bit farther behind than the first server)
and that sort of thing. The same could potentially hold true for
"Tier-2" servers that sync from cvsup.freebsd.org instead of from
cvsup-master.freebsd.org.
The FTP site contents are much much much less dynamic so this sort
of an issue doesn't come up there.
