But Satoshi will fire off an email during the Freeze saying a particular port is causing a problem and you need to fix it !ASAP!. I don't think he has time to do a lot of manual editing of access-control lists. To get the benefit you suggest, he would have to remove the person from the access-list as soon as the commit took place.
