What's the story with these messages from ld?

/usr/lib/libc.so: WARNING!  setkey(3) not present in the system!
/usr/lib/libc.so: WARNING!  des_setkey(3) not present in the system!
/usr/lib/libc.so: WARNING!  encrypt(3) not present in the system!
/usr/lib/libc.so: WARNING!  des_cipher(3) not present in the system!

I'm running 4.5 installed from release CDROMs. Is this govt-encumbered
code that I have to get from somewhere special and rebuild libc?
