They need to offer their access through a transcoding proxy;
so they need to buy a transcoding proxy, in order to offer
the service.

If you are interested in pursuing a fix, I know a company that's
willing to sell them a box that will fix the problem, if they
can spec it properly (ie. what they want stripped/compressed/or
converted.
