You can build it (and indeed have to, as you point out), but shouldn't
run it unless you upgrade your world at the same time. It's not likely
anything catastrophic will happen unless you are going across major
release numbers (2.x/3.x/4.x, etc), but chances are a lot of system
utilities will not work, and may cause your system to crash in extreme
cases.
