I use eXceed keeping win95 to use Photoshop, Dreamweaver, etc. It can be configured either to use win9x windowing or to have a full screen so your terminal appears to be running X. They have a "bear bones" version of eXceed that is about $125 (at least when I got it a few years ago). It works pretty well.
