This is the "we're missing reselctions" problem that I'm working with David
Dawes on.  The comment is not 100% correct.  I added a phase P_BUSFREE a
while back that gets set just before we enter the idle loop where we look
for work to do, and that is where the sequencer is during this timeout.
I'll fix the comment.
