After enabling the login-timeout feature in /etc/login.conf, login timeouting does not work

After adding this to login.conf under default, login timeouting SHOULD (according to login.conf(5)) work. However, it does not. I have tried this on multiple systems, and have been able to reproduce it.
Also, other additions to the same class work, so it cannot be a problem with the conf file or processing thereof.
