I for one have regularly reported these PR numbers, last time after
4.11-RC1.  I haven't re-reported them against -RC2 because I was too
busy to do that at the time, and when I had the time, -RC3 was already
out. So... are we supposed to flood developers with reminders weekly?
Most certainly not, we still want them to be able to do actual work.

And it's certainly not my fault that bugs reported against 4.7 or so
with patches attached remain unfixed in 4.11-RC3 when a reminder has
been sent after 4.11-RC1...

What this means for code quality is left to the reader's appreciation.
