The first hint is that if it is a Winmodem, it won't work.
(A winmodem is a kind of modem that requires a special driver under
W95.  There are several manufacturers. They cost about 60% what
a real modem does.)

If it's not a winmodem, tell us what kind it is, how it is connected,
and the output of dmesg.
