Both IPF and IPFW are extremely safe, and largely offer the same features. In my opinion it's really a case at looking for the documentation for both and see which one makes more sense to you (since each says things in different ways). Another issue for you may be if you want to deploy the same software on different platforms, as one may not be supported on the other platform you're looking at. Apart from that they are both really, really, really good.
