The "submitter" here means a person who sent follow-up message,
or a person who send-pr'ed?
And, "the address" is what address who specified, and how specified?

In my case(http://www.freebsd.org/cgi/query-pr.cgi?pr=27692),

1. I send-pr'ed.
2. FUJISHIMA-san sent follow-up message(*) to 
   FreeBSD-gnats-submit@freebsd.org 
   (without my address in to and cc),
3. The follow-up message(*) appeared in 
   http://www.freebsd.org/cgi/query-pr.cgi?pr=27692
   but I never received the message via e-mail.

Is it a supposed behavior?
