It's easy to patch the cvsroot scripts to complain if there's no log message content after removing the rcstemplate headers, but if there's no log at all (i.e. the user deletes everything before saving) cvs doesn't refer the message to logcheck at all. I'll modify the scripts anyway because that will stop most accidental cases. To do it fully will require a patch to cvs too though.
