	After installing new micq port 0.4.10 the user who attempts to use
	koi8-r local charset and cp1251 remote (windows cyrillic) gets
	messages like

		07:31:00 UIN <<< <invalid encoding unsupported>

	The previous version of mICQ (0.4.9.4) didn't show this problem, so
	it's most probably result of incorrect utf-8 support.
>How-To-Repeat:
	Build and install mICQ-0.4.10 port. Try to use with locale ru_RU.KOI8-R.

	No known fix exist. Downgrade to 0.4.9.4.
