They may already have links to find it, I don't know.  I've never
noticed because all my machines are licensed for OSF/1 & I generally
mount the real OSF filesystem under /compat/osf1.

If you don't have anything in /compat/osf1/usr/lib/X11, you need to do 
#ln -s /usr/X11R6/lib/X11 /compat/osf1/usr/lib
This will allow netscape to find the locale directory.

#ls -F /compat/osf1/usr/lib/X11/
Cards                   fs/                     twm/
XErrorDB                fvwm2/                  x11perfcomp/
XF86Config.eg           gv/                     xdm/
