Hi,

I connect to Pavilion (http://www.pavilion.co.uk ) using FreeBSD ppp no
problems.  Their tech support has always been first rate too.  Not sure
about a fixed IP tho.  AFAIK the UK FreeBSD.org mirrors are hosted by them
also.
