It is totally up to the FreeBSD sysadmins -- the MASTER_SITE_LOCAL directories are rsync'ed from ~*/public_distfiles. Adding logic to the rync'ing & mirroring would be too complicated. Instead request that ~<deleted_user>/public_distfiles isn't rm'ed by the sysamdins.
