Yes I did!  More of our community members want the make checks to be off.

But as long as RU is going to have ALWAYS_CHECK_MAKE set in his
/etc/make.conf he is going to continue to commit more and more things
that will require it and thus we are back to square one.  RU should be
required to test commits on a *STOCK* system before committing anything.
That is the sensible thing to do.
