The 5ESS's themselves aren't a sufficient condition for ISDN. They have 
to re-tool them (software, line cards, etc) and they have to have a 
network management scheme in place. We don't have it in NY either (you can
get it....but its a nightmare) and we've been digital forever here. Its
basically a multi-million dollar decision to go ahead with it, and when they
do they're in it big. They can't just dabble in it without losing big bucks.
