As Greg said, look for /etc/sysconfig. Check the network-config-part
or provide that part of /etc/sysconfig to the list (if you still have
the arp-problem).

What about this ? Did you change it ?

If you want to resolve IP-addresses or DNS-names of hosts (connected to the
Internet and) registered with Inter-NIC AND you have or could get connected to
the Internet (probably through a provider), then you need an extern
nameserver.
Otherwise (in the case you just want to be able to resolve the names of
the machines in your lan and nothing else) you don't need an extern 
nameserver and it is best you rename /etc/resolv.conf to something like
/etc/resolv.conf.virgin AND don't forget to disable the named in
/etc/sysconfig

As Greg said, if you are running a FreeBSD-version of <= 2.1.7, look for
/etc/sysconfig
