	Add the machine-dependent backend for the cyclic subsystem.
	
	This defaults to use the interrupt that drives hardclock because
	on most Intel processors that's the best time-based interrupt
	source.
	
	To-Do: detect the presence of the HPET and use that if it. It will
	need to be enabled/disabled/reprogrammed so that it only interrupts
	when there is a pending cyclic timer and only at the next
	interval.
