The following entries in my crontab work:

00 08 * * 1-5 /sbin/ipfw set enable 5 && /sbin/ipfw -dS show
45 18 * * 1-5 /sbin/ipfw set disable 5 6 7 8 && /sbin/ipfw set enable 9 &&  /sbin/ipfw -dS show

maybe you should use the full path for ipfw in your script ?
