Subject:   PPP used has a user

My little brother want to use FreeBSD. I gived him a user but I have not
gived him the root password. So he cannot use the modem and the PPP term

How can I change that? I only want him to use PPP and not other user.
And how can I add him to the operator group? I have tryed /etc/group but
it dont work :-/
