No, this is to be expected.  For the reason why this is happening, read the
files named ENCRYPTION.txt and Win95.txt in the docs/ subdirectory of the
Samba distribution.

Specifically, read the section on "Password Handling" in Win95.txt.  If you
add the given key to your Win98 registry, it too should be able to access
shares on a Samba server with unencrypted passwords.
