I have one solution that will work, and two that may. I hope this is
usefull to you.

Someone who is in the group wheel can use the command su to become
root. (This is a sure thing)

It may be posible for a user to do this without su-ing if they belong
to the group operators. You have to try this out to be sure.

If it is a file then you may be use chmod and chowner to make it
happen.
