if dhcpd_chroot_enable set to YES then 'make deinstall' of the port isc-dhcp30-server (and possibly other versions) actually removes the /var/db/dhcpd folder along with dhcpd.leases file. This makes every upgrade forget the leases.

install dhcpd chroot-enabled.
run the dhcpd
run make deinstall in the port directory
