I would suggest that you don't modify any scripts because you will
have to maintain them. I'd create some dummy scripts in /usr/local/etc
to provide the ordering e.g.

#!/bin/sh
#
# PROVIDE: PREHAVP
# REQUIRE: clamd
# BEFORE: havp
