Spinup wait sysctl change

Michal, sorry about the delay in getting back to you on this. I have made a
new patch for this that I'd like you to try before I get it reviewed and commit
the fix. It's the spinup_wait.patch file. There is is new sysctl variable that
you can use to set the spinup wait time (default is 3 seconds), and you should
be able to see the wait message if you set the XINFO bit in the debug level
(assuming a wait is required). After you let me know your results I'll get it
reviewed by a couple other people before I commit it.

Thanks,
Steve
