The support for Unicode UTF-8 seems to be getting better:

Linux India ]

The good news is that we can run the ISCII encoded Hindi locale through

ISCII -> UTF-8 Devangari perl script and add a new locale
(hi_IN.UTF-8) with the UTF8 encoding.

Because Unicode for Indic languages was largely based on ISCII, this
process should not be too difficult.

ISCII still has the advantage of being more compact and the promise of
being one common encoding for all Indian languages.
